Biography

Gene practices in the firm’s litigation department. He devotes a significant amount of his time to cybersecurity counseling, defending insurers in matters relating to first and third-party claims, and maritime concerns.  These include a variety of liability, indemnity, health, and contractual issues.

Gene is a Rear Admiral in the Navy Reserve and draws on his recent experiences while recalled to active duty. He served as Deputy Commander of U.S. 10th Fleet and Fleet Cyber Command, augmenting his work in cybersecurity and admiralty issues, and as Commander of the Office of Naval Intelligence and Director of the National Maritime Intelligence-Integration Office. He has led or assisted in responses to dozens of cybersecurity incidents in direct support of U.S. Cyber Command, U.S. Navy, and other agencies, and worked extensively on government cybersecurity risk management processes.  He represents clients regarding cybersecurity, maritime issues, insurance and business claims, and matters relating to cargo and barges.

Gene also handles employee benefits litigation, primarily ERISA matters for health and welfare benefits plans and subrogation issues. These include claims relating to the denial of benefits for medical treatment and disability benefits.
