Biography

Chip is an environmental attorney with more than eight years of experience advising federal clients on complex regulatory matters, including large-scale government energy and infrastructure projects. Chip is a U.S. Air Force veteran and former Judge Advocate, and brings experience in real estate development, including environmental due diligence, historic preservation, endangered species, industrial plant regulatory compliance and environmental clean-up, and real property issues.

Chip’s practice includes advising clients with respect to many areas of federal and state environmental laws, including the Clean Air Act, Clean Water Act, the Resource Conservation and Recovery Act (“RCRA”), the Comprehensive Environmental Response, Compensation, and Liability Act (“CERCLA”), the Underground Storage Tank Act, and the Emergency Planning and Community Right to Know Act (“EPCRA”).

Chip most recently served as a Senior Environmental Attorney for the U.S. Air Force, where he advised nine military installations and four industrial plants, impacting more than 89,000 personnel. His work included the environmental compliance and planning for public-private partnerships for multi-billion dollar solar, wind, and natural gas energy generation and transmission projects. Chip also worked with clients through complex federal and state regulatory compliance and enforcement issues, and environmental litigation.

Prior to joining Frost Brown Todd, Chip also gained significant litigation experience as a Judge Advocate, including serving as the lead prosecutor in 160 criminal matters and managing multiple fully litigated criminal trials. In 2022, he earned a Master of Laws in Environmental and Energy Law from the George Washington University Law School.
